Season the steak with salt, black pepper, and garlic powder.
Heat a skillet over medium-high heat with olive oil. Sear steak strips for 3-4 minutes per side until browned and cooked to desired doneness. Remove from skillet and set aside.
Add heavy cream, Parmesan cheese, Italian seasoning, and red pepper flakes (if using). Stir and let simmer for 3-4 minutes until thickened.
Add the cooked pasta to the sauce and toss to coat evenly.
Return the steak to the skillet, toss, and cook for 1 more minute.
